ABOUT CHARLES SMITH

A proven Texas state government leader with more than thirty years of government experience and contacts to help assist you in growing and enhancing your business or organization.

I started my state government career as a volunteer in the Office of the Attorney General Child Support Division in 1988.  Through hard work, operational excellence, strategic thinking and planning, consensus building and effective communication skills, I worked my way up to lead the division.  In 2016, I was appointed by Governor Greg Abbott to serve as Executive Commissioner of the Health and Human Services Commission, which was then the largest Texas state agency comprised of more than 50,000 employees and a $40 billion annual budget. 

 

I have created and cultivated relationships inside Texas state government and across the nation for many years.

  • Office of the Attorney General Child Support Division, Deputy Director of Child Support and Director of Field Operations—December 2004 to September 2013

  • Distinguished Alumnus, Texas Tech University - 2018

  • Negotiated  a 1115 Demonstration Waiver with the Centers for Medicare and Medicaid Services bringing more than $25 billion in supplemental funding to Texas Medicaid and safety net providers—December 2017

  • Led the transformation of the Health and Human Services Commission — 2016 to 2017

  • National Child Support Enforcement Association Outstanding Program—2007, 2011, 2014

  • Western Interstate Child Support Enforcement Council Outstanding Program—2010, 2014
